Guidelines for banks will address lending, executive pay

The four federal agencies that have oversight of financial institutions are coming to an agreement on guidelines that strive to encourage those receiving federal aid as well as other financial firms to lend more and rein in executive compensation, sources said. While the federal guidance is not as strong as a law, banks that ignore the guidelines can face a variety of sanctions.
