1 year later, experts look at effectiveness of stress tests

The Obama administration's stress tests of banks are being credited with helping the institutions return to financial stability. The tests were applied to 19 big banks a year ago, but even smaller, regional banks have benefited from the increased scrutiny, analysts said. However, some questions about the effectiveness of the tests remain.
