Shaw & Co., says the $700 billion government rescue plan is not simply another outlay of funding but an investment that could actually benefit taxpayers. Summers explains that there are many factors involved, including global economic conditions, that make it impossible to know what will happen, but past government rescues show that a positive outcome is certainly possible.
